NPA stands for Näringslivets producentansvar and is a producer responsibility organization that helps businesses meet their packaging compliance obligations in Sweden.
Following the regulatory change in 2024, producers are now responsible for financing the collection and recycling of packaging waste—by joining an approved producer responsibility organization (PRO) like NPA.
When does this apply?
The new model took effect on January 1, 2024, and stricter requirements and gradually increasing fees will be introduced until 2027.

In short: if your business ensures that a packaged product reaches the Swedish market—you are responsible.
How packaging design affects your costs
Packaging fees are based on:
- Material type – e.g., plastic, paper, or metal
- Recyclability – the easier it is to recycle, the lower the fee
- Design features – such as heavy printing, metallic foil, plastic windows, or laminates, which increase the cost
