What is PPWR?
PPWR stands for Packaging and Packaging Waste Regulation and is the EU’s new regulation for packaging and packaging waste. Its purpose is to reduce packaging waste and introduce stricter requirements regarding recyclability, reduced material usage, and the use of recycled content.
When does PPWR come into effect?
PPWR starts applying from 12 August 2026. Additional requirements will then be introduced gradually over the coming years, including rules regarding labelling, recycled content, and recyclability.
What changes with PPWR?
One major change is that companies using custom-branded packaging will, to a greater extent, become the legal producer under the regulation. This means increased responsibility for documentation, reporting, and compliance.
What does producer responsibility mean under PPWR?
The producer has full legal and financial responsibility for the packaging throughout its lifecycle. Requirements include recyclability, reporting, technical documentation, EU declaration of conformity, and packaging labelling.
What is considered packaging?
Under PPWR, products used to contain, protect, handle, deliver, or present goods are considered packaging. This includes e-commerce packaging, product boxes, takeaway packaging, labels, and tissue paper. Products such as toiletry bags or dust bags may also be considered packaging if they contain other products at the point of sale.
Will packaging need to be labelled under PPWR?
Yes. PPWR introduces new packaging labelling requirements. Packaging must, for example, be traceable through article or type numbers linked to the correct technical documentation and EU declaration of conformity. From 2028, new harmonised recycling symbols across the EU will also be introduced.
What is technical documentation?
Producers must be able to demonstrate that their packaging complies with relevant PPWR requirements. Each packaging item therefore needs technical documentation describing how the packaging meets applicable requirements and how it has been designed.
What is an EU Declaration of Conformity?
The EU Declaration of Conformity is a document in which the producer confirms that the packaging complies with EU legislation. The declaration must be linked to the same type number used on the packaging and in the technical documentation.
